    BE IT RESOLVED THAT Council receives the 2025 Annual Operations Update & Infrastructure Review, presented by OCWA.

    BE IT RESOLVED THAT Council adopt the consent agenda items presented on the agenda, consisting of 8.1 Staff reports for information, 8.2 Correspondence for information, and .8.3.Board and Committee Minutes

  • Draft Motion:

    BE IT RESOLVED THAT Council receive Memo 2025-M-179 as presented;
    AND FURTHER THAT Council acknowledge the approval of $162,000 in funding from the Northern Ontario Heritage Fund Corporation (Project No. 7500225) for infrastructure upgrades to the Temagami Community Centre;
    AND FURTHER THAT Council confirm that the full municipal contribution of $18,000 will be drawn from reserves, using the $20,000 municipal allocation previously approved under Resolution 25-091;
    AND FURTHER THAT Council authorize the Chief Administrative Officer or Clerk to execute the NOHFC funding agreement and any related documentation on behalf of the Municipality.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-180 as presented;

    AND FURTHER THAT Council approves proceeding with the proposal from Story Environmental Inc. to support the Strathy Landfill expansion application and provide updated closure cost modelling at a cost of $6,000 plus HST;

    AND FURTHER THAT the associated cost be funded from the Landfill Closure Reserve.

    BE IT RESOLVED THAT Council receives Memo 2025-M-181 regarding the status of the Big Canoe Project;

    AND FURTHER THAT Council authorize staff to return the original five donations of $2,500 each (totaling $12,500) to the respective donors;

    AND FURTHER THAT the Municipality absorb the previously expended project costs in the amount of $2,674.30;

    AND FURTHER THAT the trust account for the Big Canoe Project be closed following disbursement of refunds.

    BE IT RESOLVED THAT Council receives Memo 2025-M-182 as presented;

    AND FURTHER THAT Council approves By-law 25-1823, being a by-law to amend Schedules A, C, and E of By-law 23-1698, as amended, a by-law to regulate and control traffic, parking, and heavy trucks within the Municipality of Temagami;

    AND FURTHER THAT Council directs staff to implement the QR code-based software HONK to facilitate a paid parking process.

    AND FURTHER THAT Council select option # _____ from the following evaluated Public Works truck replacement options:

    1.   Lease – Ford F-250
    2.   Purchase – Ford F-250

    4.   Lease – Toyota Tundra
    5.   Purchase – Ford F-150
    6.   Purchase – Toyota Tundra

    AND FURTHER THAT funding for the selected option be allocated from capital reserves in 2025, with from 2026 onward included in the operating budget.

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami receive this report regarding the 2025 User Fee By-law;

    AND FURTHER THAT Council consider a by-law later in the meeting.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-195 regarding the agreement for the production and sale of Temagami Dry products;

     

    AND FURTHER THAT Council consider the related By-law later on the agenda to execute the agreement between the Municipality of Temagami and the Canadian Shield Beverage Corporation for the production, bottling, and sale of Temagami Dry products.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-186 regarding the adoption of a revised Employment Policy and Procedures Manual;

    AND FURTHER THAT Council approve the proposed revisions outlined in this report;

    AND FURTHER THAT Council consider By-law 25-1846 later on the agenda for passage.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-187 as presented;
    AND FURTHER THAT Council accepts the summary of proposed changes and approves the emergency management program By-law 25-1842;
    AND FURTHER THAT – section 1.4 Hazards be expanded from the current list of the top 5 Hazards listed to the 10 Hazards as reported in the Annual Compliance Submission, with and changes to the bottom 5 Hazards to keep the Plan current be considered administrative in nature.

    BE IT RESOLVED THAT That Council receives report 2025-M-188

     

    AND FURTHER THAT Council direct staff to investigate the feasibility, requirements, and implications of obtaining Liquor Sales Licences for eligible municipal facilities;

     

    AND FURTHER THAT Council direct Staff to report back with a comprehensive analysis, including regulatory, insurance, operational, and financial considerations, prior to any final decision.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-189 and the attached correspondence from Ms.  Victoria Winsor as presented;
    AND FURTHER THAT Council decide that no further action be taken at this time, as the Municipality continues to maintain the Lake Temagami Access Road in accordance with applicable standards, available resources, and in partnership with Temagami First Nation through an ongoing joint effort to improve road conditions.
    AND FURTHER THAT Council direct staff to use the proposed response for this and future correspondence to ensure consistent and accurate communication regarding road maintenance.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-190 and the attached correspondence from the Bassin’ for Kids organizing committee as presented;

    AND FURTHER THAT Council select option # _____ from the following for the 37th Annual Bassin’ for Kids Fundraising Fishing Tournament, to be held September 5–7, 2025, on Lake Temagami:

    1. Approve a $500 cash donation to the tournament; or
    2. Approve a $____ cash donation; or
    3. Decline to provide a donation for the 2025 tournament.

    BE IT RESOLVED THAT Council receives Memo 2025-M-191 and the attached correspondence from John O’Sullivan and A.K. Madisen;

    AND FURTHER THAT Council direct the staff regarding the use of municipal lands without the required municipal permission or permits to ________________________________________________

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-192 as presented Council receives Memo 2025-M-189 and the attached correspondence from Temagami Non-Profit Housing Corporation as presented;
    AND FURTHER THAT Council select option # _____ from the following:

    1. Accept the request from the Temagami Non-Profit Housing Corporation and direct staff to prepare a draft by-law to implement the Affordable Rental Housing Property Tax Subclass; or
    2. Defer consideration of the request until additional analysis or information is received; or
    3. Reject the request and not proceed with adoption of the subclass.
  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-193 and the attached correspondence from  Jordan Pandolfo;

    AND FURTHER THAT Council provide direction to staff regarding the structure, authority, and processes of the Committee of Adjustment (COA), selecting one of the following options:

    1. Retain the COA with Mandatory Improvements - including a binding service standard requiring all complete applications to be heard within 35 days, mandatory member training, updated membership qualifications, and enhanced applicant communication.
    2. Council Assumes COA Responsibilities Directly — dissolve the current COA and have Council, as elected officials, hear and decide all minor variance and consent applications.
    3. Replace most COA functions with a Community Planning Permit System (CPPS) in accordance with the Planning Act.
    4. Continue with status quo.

    AND FURTHER THAT Council direct staff to provide a written response outlining Council’s decision.

  • Draft Motion:

    BE IT RESOLVED THAT Council receives Memo 2025-M-194 and the attached correspondence from the Temagami Region Economic Development Corporation (TREDCO);
    AND FURTHER THAT Council approve, in principle, the Municipality acting as a flow-through recipient for TREDCO donations and grants under the terms of a Transfer Payment Agreement;
    AND FURTHER THAT Council authorize the CAO and/or Clerk to execute the Transfer Payment Agreement between the Municipality and TREDCO.

    WHEREAS the first reading of By-law 25-1823 was held on May 8, 2025;

    BE IT RESOLVED THAT By-law 25-1823, being a by-law to amend Schedules A, C and E of By-law 23-1698, be read a second and third time and finally passed this 14th day of August, 2025;

    AND FURTHER THAT the said by-law be signed by the Mayor and Clerk and recorded in the by-law book.

    BE IT RESOLVED THAT By-law 25-1840, being a by-law to Authorize the Execution of a Funding Agreement with the Northern Ontario Heritage Fund Corporation for Infrastructure Upgrades at the Temagami Community Centre (Project No. 7500225), be taken as read a first, second and third time and finally passed this 14th day of August, 2025;

    BE IT RESOLVED THAT By-law 25-1841, being a by-law to Delegate Signing Authority for Municipal and Financial Matters, be taken as read a first, second and third time and finally passed this 14th day of August, 2025;

  • Draft Motion:

    BE IT RESOLVED THAT By-law 25-1842, being a by-law to Adopt an Emergency Management Program and Emergency Response Plan and to meet other Requirements under the Emergency Management and Civil Protection Act, be taken as read a first, second and third time and finally passed this 14th day of August, 2025;

    AND FURTHER THAT the said by-law be signed by the Mayor and Clerk and recorded in the by-law book.

    BE IT RESOLVED THAT By-law 25-1843, being a by-law to Authorize the Execution of a Letter of Understanding with the City of North Bay for the purpose of acting as a host community for emergency evacuation purposes, be taken as read a first, second and third time and finally passed this 14th day of August, 2025;

    AND FURTHER THAT the said by-law be signed by the Mayor and Clerk and recorded in the by-law book.

    BE IT RESOLVED THAT By-law 25-1844, being a by-law to Appoint the Chief Administrative Officer/Treasurer as an ex-officio member of all municipal committees of the Corporation of the Municipality of Temagami, be taken as read a first, second and third time and finally passed this 14th day of August, 2025;

  • Draft Motion:

    BE IT RESOLVED THAT By-law 25-1845, being a by-law to rescind and replace By-Law 25-1811 to sign a transfer payment agreement for the Housing enabling Core Services Fund, be taken as read a first, second and third time and finally passed this 14th day of August, 2025;
