    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby:

    1. Receive report dated November 23, 2023 regarding STR's for information purposes;
    2. That Council endorses Option #4 as set out in this report; and
    3. That MHBC planning and Staff be directed to prepare the necessary Legislation to implement Option #4 and schedule the Public Meeting under the Planning Act as soon as possible.

Proposed Schedule

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the report from the Municipal Clerk regarding the 2024 Schedule of meetings;

    FURTHER THAT the Council for the Corporation of the municipality of Temagami does hereby adopt the 2024 Council Meeting Schedule as presented/amended.

Temagami Annual Capital Letter

  • Draft Motion:

    BE IT RESOLVED THAT Council receive Memo 2023-M-267 regarding the OCWA Capital Letter Priorities for 2023.

     

    AND FURTHER THAT Council direct staff to include the priorities as outlined in the attached spreadsheet in the budgeting process for 2024.

     

    AND FURTHER THAT Staff try to source out funding opportunities for the Secondary Treatment Train in the Temagami South Water Treatment Plant.

Report

  • Draft Motion:

    BE IT RESOLVED THAT Council receive Memo 2023-M-263 regarding the Curling Rates.

    AND FURTHER THAT Council approve the addition of a user fee of $7.00 per person for curling in line with the current 2023 pick-up hockey rate per person.

    AND FURTHER THAT The rate will be in force and effect immediately and this rate will be added to the user fee by-law when reviewed in 2024

On Call Rates Report

  • Draft Motion:

    BE IT RESOLVED THAT Council receive Memo 2023-M-264 regarding the OCWA on-call coverage for Grinder Pumps.

     

    AND FURTHER THAT Council approve the contracting out of on-call grinder pump services to OCWA and direct staff to develop an agreement with the parameters as outlined below and in the letter from OCWA.


    AND FURTHER THAT Council authorize the Public Works Superintendent to execute the agreement on behalf of the Municipality.

    AND FURTHER THAT Council consider a by-law later in this meeting to appoint Peter Christie as the Marten River Fire Chief as of January 1, 2023.

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the report from the Municipal Clerk regarding Ontario Works Financial Assistance Rates and;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the Municipal Clerk to prepare a letter of support and forward it to Deputy Clerk Tracy Macdonald.

Unnecessary Noise - Engine Brakes 

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the report from the Municipal Clerk regarding Unnecessary Noise - Engine Brakes and;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the Municipal Clerk to prepare a letter of support and forward it to the Clerk of Shuniah.

Amend Subsections 118.06(2) and 118.07 of the Income Tax Act

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the report from the Municipal Clerk regarding Amending the Income Tax Act, Subsections 118.06(2) and 118.07 and;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the Municipal Clerk to prepare a letter of support and forward it to the Clerk of Gore Bay.

Amendment to the Residential Tenancies Act

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the report from the Municipal Clerk regarding Amendments to the Residential Tenancies Act and;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the Municipal Clerk to prepare a letter of support and forward it to Deputy Clerk Owen Jaggard.

Appeal of a Parking Ticket

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby accept report 2023-M-253 from the Municipal clerk and the MLEO/ACO/PSO regarding the correspondence letter to Council and;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the MLEO/ACO/PSO to waive/not waive ticket number(s) 557 and 558 .

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive items 10.2.1 through 10.2.3 for information purposes.

Final Draft Procurement of Goods and Services

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby enact Policy 1.3.3 the Procurement of Goods and Services as By-law 23-1711 read a first second and third time and finally passed this 14th Day of December, 2023.

    AND FURTHER THAT the said by-law be signed by the Mayor and Clerk and recorded in the by-law book.

     BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby enact By-law

    23-1713 'Use of Entrance' read a first second and third time and finally passed this 14th Day of December, 2023.

    AND FURTHER THAT the said by-law be signed by the Mayor and Clerk and recorded in the by-law book.

To Appoint Marten River Fire Chief

  • Draft Motion:

    BE IT RESOLVED THAT the that By-law 23-1714 to Appoint a Marten River Fire Chief for Municipality of Temagami be taken as read a first second and third time and finally passed this 14th Day of December, 2023.

    AND FURTHER THAT That said by-law be signed by the Mayor and Clerk and Recorded in the By-Law Book. 

Statutory Administration Officers Appointment

  • Draft Motion:

    BE IT RESOLVED THAT the that By-law 23-1715 to Appoint Statutory Administration Officers for the Municipality of Temagami be taken as read a first second and third time and finally passed this 14th Day of December, 2023.

    AND FURTHER THAT That said by-law be signed by the Mayor and Clerk and Recorded in the By-Law Book. 

Police Services Board Report

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the correspondence from the Police Services Board regarding the 2024 OPP Billing Statement for information purposes.

Correspondence - Integrity Commissioner

  • Draft Motion:

    BE IT RESOLVED THAT the Council for the Corporation of the Municipality of Temagami does hereby receive the correspondence form the Ombudsman of Ontario and ;

    FURTHER THAT the Council for the Corporation of the Municipality of Temagami does hereby direct the Municipal Clerk to proceed with RFP process including the previously approved scoring matrix for a new Integrity Commissioner.

Lease Renewals

  • Draft Motion:

    BE IT RESOLVED THAT Council receive Memo 2023-M-268 regarding the Temagami Train Station Lease Agreements.

     

    AND FURTHER THAT Council approve the request to maintain the rental rates at $500 and renew the lease agreements for 1 year, ending in December of 2024, at which point the rates and agreements will be reviewed further.
